Which of the following most accurately describes the problem?

THIRTY FOUR top executives from transport and other industries are to visit eight European countries for high level talks and discussions on transport policy and management decision-making. The visit will be made during the week of September 20-25 under the auspices of the British Transport Staff College. Overseas countries to be visited are Poland, Germany, Italy, Switzerland, France, Denmark, Sweden and the Netherlands.

Among topics to be discussed in all these countries are strategic transport planning and capital investment appraisal; harmonization of transport modes; governmental influence and controls on transport; transport as a social requirement; conservation; the environment and transport; labour relations; the EEC and transport policy.

The executives will be taking part in these discussions during a 4-week Senior Management Programme at the British Transport Staff College, Woking. The tour culminates in a presentation at the College, given by course members, of their views on aspects of management at home and .overseas. The scope of the Tour is unique in training programmes in this country.

Participants are all senior men engaged at the policymaking level of their organizations and come from fields as varied as the Army, RAF, ICI, British Airways, British Steel Corporation, Ports Authorities, London Transport, road haulage, bus companies, and railways. There is a strong overseas representation with members from Kenya, Costa Rica, Denmark, the Netherlands and South Africa.

The Speakers

Some of the speakers during the course include Mr David Basnett, general secretary of the General and Municipal Workers' Union; Mr Alex Jarrett, managing director, IPC; Mr R. E. M. Le Goy, Director-General,. Transport Commission of the EEC; M. Jerzy Lukaszewski, Rector, College of Europe, Bruges; Sir Leonard Neal, Chairman, Commission of Industrial Relations; Professor J. L. Heskett, Harvard Business School; Dr Rosemary Stewart, Oxford Centre for Management Studies; Mr T. J. Webber, IBM (UK); Mr Hugh Scanlon, president, Amalgamated Union of Engineering Workers; Professor Ben Roberts, Professor of Industrial Relations, London School of Economics.

The course will be opened on September 1 by Richard Marsh, Chairman of British ,Rail, who is Chairman of the Governors of' the College.
