Which of the following most accurately describes the problem?

CARGO HANDLING facilities at Barrow Docks are to be withdrawn from December 31, 1974.

In March last year the British Transport Docks Board announced that )ecause of continuing losses tt Barrow Docks over the past five years, cargotandling facilities would be vithdrawn at the end of 1973. But after approaches by the local authorities and other interested parties at Barrow. the Board agreed that in return for a financial contribution towards the losses incurred it would defer the withdrawal for one year. This gave time to Cumbria County Council to consider the future place of Barrow Docks within the regional economy.

After studying a consultant's report, Cumbria County Council decided not to make any further contribution towards the Docks' maintenance.

Since the Dock Board's inception in 1963, Barrow Docks have incurred a total deficit of over £1.3m.
