Which of the following most accurately describes the problem?

FOLLOWING a pilot survey on lorry routeing in the West Midlands, the Department of the Environment is to carry out a series of surveys of lorry routeing in the next few months in preparation for the planning of the national lorry route network.

The most important of the surveys will be a study of the actual routes followed by heavy lorries. The DoE wants to avoid any inconvenience and extra expense different systems might cause the industry, and the only way to assess this is to find out the routes actually taken, and how these might be changed by various policy options.
