Which of the following most accurately describes the problem?

Commercial vehicle users in the Republic of Ireland are happy they do not have to face any Plating and Testing Regulations, I am told by Donald Doody, a director of J. Harris (Assemblers) Ltd., of Dublin. Things are different in Japan, says Mr. Doody, who had a three-week visit there in May.

He tells me that Japanese testing operates very much on the lines adopted by Britain and manufacturers there have instituted gruelling trials to safeguard the operator. As reported in Commercial Motor earlier in the year, the Harris plant assembles the Hino in Ireland and by Christmas they hope to celebrate the completion of their 100th vehicle.
