Which of the following most accurately describes the problem?

• Two B-licence applications to haul solid fuel for Lowell Baldwin Transport were adjourned by Mr. J. R. C. Samuel-Gibbon, the Western LA, in Bristol on Tuesday. Mr. D. G. Boulter of Teignmouth was applying for a new licence and Mr. B. E. Bath of Winterboume, Glos., for a variation.

Mr. D. Pope, transport manager of Lowell Baldwin Transport, told the LA that trains had arrived at the Bristol coal concentration without warning and that transport for the fuel had had to be arranged within half an hour: the company was penalized if trains were not unloaded without undue delay.

Mr. G. Sale, for Lowell Baldwin, said the company was in need of "guaranteed transport". Lowell Baldwin, he said, had four of its own vehicles on C-licence and had 20 other vehicles available from contractors when required. He pointed out that there were times, however, when more than 40 vehicles were needed at the same time.

Mr. Samuel-Gibbon adjourned the application so that Lowell Baldwin might produce evidence.
