Aiming to bring new regulations into effect this autumn, Transport Minister Mr. Richard Marsh has sent to interested organizations draft proposals which say that it is not intended to lay down when the main or dipped beam should be used as this must vary according to circumstances in which the Highway Code advice should be followed.

It is also proposed that in fog or when snow is falling drivers should be permitted to use two foglamps or one foglamp and a spotlight, mounted symmetrically, instead of headlamps. The auxiliary lamps will have to be at the same height from the ground and within 400mm (161n.) of the outer edges of the vehicle. This will not prevent the use of one foglamp provided it is used with the headlamps.

The lVloT remarks that the practice of driving with one foglamp and sidelights is particularly dangerous to other road users because the full width of the vehicle cannot be seen easily. Another danger, that of driving at dusk with sidelights only, should be reduced if the new regulations become effective before the onset of the long winter nights.
