Which of the following most accurately describes the problem?

Licensing Sub-committees

AN article by our contributor, "Tantalus," entitled "Scrap the Licensing Sub-committees," and our suggestion that first-hand accounts from operators who have appeared before such bodies would be welcomed, have resulted in our receiving several interesting communications, some of which we include here.

Another comes from the chairman of the load side of one of these committees, who promises to reply at greater length at a later date. He is under the impression that the proceedings are conducted in a scrupulously fair manner, and that Licensing Authorities, as well as operators, will benefit by their activities, because if objections be removed, many more cases can be cleared rapidly, whilst the discussion on objections at an earlier stage is good and saves the time of all concerned.

He points out that if every man who had previously held a licence and disposed of it in some way was allowed back, then, as a corollary, all licences granted since September, 1939, would, it seems, have to be repealed.
