Regulations 1994. Takes into account recent EC legislation on tachograph regulations. The amendments cover recording equipment in new vehicles brought into service for the first time from 1 January 1996.

Effective Date: 9 August 1994.

• Goods Vehicles (Operators Licences Qualifications and Fees) (Amendment) Regulations 1994.

Increases the fee for a goods vehicle 0licence from £170 to £185 with an increase from £7 to a for each specified vehicle.

Effective date:1 June 1994.

• The Road Vehicles (Construction and Use) (Amendment) Regulations. Introduces marking and notification requirements for high loads.

• The Road Vehicles (Registration and Licensing) (Amendment) (2) Regulations 1994.

Permits trade licences to be issued where vehicles are modified or valeted prior to registration for sale. Additionally permits vehicles used under a trade licence to transport other vehicles in certain circumstances. One application form will now cover up to 10 sets of plates.

Effective Date:31 August 1994.

• The Motor Vehicles (Drivers Licences) (Amendment) (2) Regulations 1994. Reduces the withdrawal period of a licence following an epileptic attack occurring while awake, from two years to one year. Effective date: 5 August 1994.

FUTURE LEGISLATION • A House of Lords select committee has backed an EC recommendation allowing a 44-tonne limit for six-axle artics on all types of operation. Given that the UK has a derogation from 40 tonnes until 1999, it is unlikely that there will be any immediate changes to the 38-tonne UK limit.

• The new credit card-size drivers licences bearing a photograph of the holder, currently due to be enforced by the year 2001, may be accelerated with some categories of driver holding the new licences by 1996.

• The European Council Directive proposing to deal with the protection of animals during transportation will be discussed at a Council Administrators Meeting in September.
