Which of the following most accurately describes the problem?

• Neighbouring residents have failed to block a bid by Worthing based Taylor Plant & Haulage to double its licence authorisation. South Eastern and Metropolitan LA Brigadier Michael Turner has increased its authorisation from 10 vehicles and five trailers to 20 vehicles and five trailers at its base on the Meadow Road Industrial Estate. Eighteen neighbours appeared at the Eastbourne public inquiry to complain about noise, pollution and vibrations.

Local resident Terence Wood said the increase in the number of vehicles would be the last straw. Operations started as early as 02:45hrs and continued until 20:00hrs. He was unemployed hut was forced to fit double glazing in his flat because of the noise. He had approached Worthing Council, but it was unwilling to oppose the application because it wanted to develop the industrial estate.

For the company, Fred Randall said the industrial estate had been in existence for 21 years and was the base for many haulage companies. It also housed a lorry park sponsored by Worthing Council For some reason nine years ago the council gave planning permission for houses to be built on or near to the only approach road permitted for the movement of large vehicles. A plan for another approach road to the north, largely avoiding the residential area, was shelved.

Director Edward Taylor said the company worked for Southern Water and was on call 24 hours a day He felt that the addition of 10 vehicles would make little difference to the overall situation. If the application was refused, the company would be placed at an unfair disadvantage against its competitors.

Granting the application, Brigadier Turner said he wished there was something he could do to relieve the situation but any action was outside his jurisdiction. He imposed a condition of no more than six vehicle move ments between I 4:00hrs Saturday and 06:00hrs Monday.
