Which of the following most accurately describes the problem?

OVERDRIVE, the contract driving business which supplies temporary drivers, claims that there are continued signs of a recovery in road transport's fortunes.

Overdrive's latest employers survey of 125 operators from the own-account and hire or reward sectors plans to take on labour in the three months until the end of the year shows that 33 per cent expect full-time staff increases.

Ten per cent of the employers contacted plan to cut their staff. Overdrive claims that the net difference between the percentage of employers forecasting staff increases and those expecting staff cuts is up by 23 per cent (33 per cent minus 10 per cent).

For the fourth quarter in 1983, 23 per cent of employers were expecting to employ more labour, while 12 per cent were planning to cut staff.

The results also appear to suggest that the road transport industry is more optimistic than British industry as a whole. Overdrive says that the national picture for all industry is only slightly brighter than this lime last year.
