A CONTROVERSIAL proposal to allow hauliers to transfer vehicle excise duty discs between vehicles has been made by the Road Haulage Association. ALLAN MILLAR reports.
In one of his first lobbying exercises since becoming RHA national chairman, Bert Neely has written to the Department of Transport recommending that an operator should be able to transfer a ved disc to another vehicle in the event of the original vehicle being taken temporarily off the road "for unavoidable reasons".
All that would be required would be for the operator to undertake a simple transaction at a Post Office.
At present, operators must seek refunds of unexpired tax discs, a process which leaves them out of pocket while wait ing for the refund to be processed.
• Tax discs can be refunded only for complete months, whereas the RHA's transfer arrangement would make it possible to switch discs at very short notice.
The RHA has already discussed the idea in principle with Dip Permanent Secretary Peter Lazarus.
Whitehall sources suggest that the RHA plan will find little Ministerial favour. Civil servants are understood to fear that such a concession would be open to abuse by operators.
