Which of the following most accurately describes the problem?

TRANSPORT Minister William Rodgers has laid a new set of regulations to cover exemptions from the EEC and UK drivers' hours regulations before Parliament.

The new rules are almost identical to the Drivers Hours (Goods Vehicles) (Exemptions) Regulations 1972 but they include an addition of drivers with loads of animal waste.

But the Department of Transport says that the only vehicles eligible for the relaxation of the hours rules are those which would have been eligible to exemption from EEC regulation• 543/69.

This can be because they are subject to special derogations in the regulations or because they are listed in the regulations.

And it has been made clear that the new exemptions will apply only where there is no conflict with EEC regulations so that the EEC rule will be the one to refer to first and if operations are exempted under that then the new rules should be checked.

The Drivers' Hours (Goods Vehicles) (Exemptions) Regulations 1978 were published last week.
