Which of the following most accurately describes the problem?

CONFIDENCE in the road haulage business is now greater than it was this time last year and around 18 per cent of employers in the industry expect to increase their labour forces this winter.

This is the result of an industrial survey published by the Overdrive organisation this week which also shows that the levels of employers expecting to increase their labour forces has risen from 11.5 per cent during the last quarter to the new figure. Nearly half of the hauliers interviewed think that the volume of work for hauliers will increase — and that figure has gone up from 26 per cent in the last quarter and 39.3 per cent in the same quarter last year.

But more of that work will be subcontracted, say the operators — and Overdrive says that 88.2 per cent of the hauliers surveyed found their predictions for the previous quarter to be correct.
