Which of the following most accurately describes the problem?

• The recommendation by Road Haulage Association chairman John Wells to review rates immediately which was viewed "with very real concern" by Secretary of State John Davies (CM September 29), has now been reinforced by RHA secretary Eric Russell.

Referring to what he calls the warning implicit in the chairman's letter, Mr Russell says the viability of all haulage businesses depends upon firm and prompt action to charge rates that cover those costs which cannot be absorbed.

Speaking last Friday to the Exeter sub-area, he declared: "And the warning goes further. Too often, too many hauliers continue, Micawber-like, to carry on their businesses with more hope than acumen. They must ensure that their work is profitable in terms both of the capital invested in it and the work devoted to it."

Mr Russell said it was "surely better for an industry to charge fair and proper prices for its produce or service than to receive, as some do and more will, subsidies from the Government, that is, from the tax payer".
