Which of the following most accurately describes the problem?

TEN YEARS AGO, the Ministry of Transport circulated a memorandum on behalf of the (then) Central Electricity Authority and the General Post Office asking hauliers to notify them of movements of vehicles and loads exceeding 17ft 6in. in overall height.

"Now", says the MoT, "the Electricity Council has asked us to recirculate the memorandum—as some hauliers are failing to give sufficient notice— and at the same time bring the document up to date. The same treatment is being given to the GPO."

The revised memorandum is now obtainable from the MoT, St. Christopher House, Southwark Street, London, SE1.
