Which of the following most accurately describes the problem?

TRTA's SCOTTISH division is to seek a meeting with the Secretary of State for Scotland to discuss Mrs. Castle's licensing and drivers' hours proposals.

A committee meeting of the Association in Edinburgh last week decided to take this step in view of Scotland's peculiar population and distance difficulties. Evidence is to be collected to show that the proposals will result in increased costs to operators.

The decision was endorsed at a meeting of Association members the same evening. Mr. J. P. Grierson, Scottish chairman, claimed that the proposals were the result of Mrs. Castle's belief that more than half the manufacturers were ignorant of new railway rates and services.
