Which of the following most accurately describes the problem?

IN AN unprecedented venture leading London market hauliers have formed a consortium.

They are: T. Barnard Ltd., Barnett Joel Ltd., Conquers Transport Ltd., W. J. Cumbers Ltd., Harrison James Co. Ltd., J. Holden, Jun., T. Hudson Ltd., Johnson Transport Services Ltd., Thomas Paine Ltd., H. O'Brien Transport Ltd., Reece Bros. Transport Ltd., W. J. Sims Ltd., and H. Yearley and Son Ltd.

Because of the ever-increasing flow of imports of fresh fruit and vegetables into South Eastern ports it was decided that an organization was needed to control the clearance and distribution of these goods more closely. Hence the consortium.

An office will open soon at Sheerness Harbour—in the name of Covent Garden Haulage Ltd. It will be staffed by men already fully experienced in the handling and cartage of fresh fruit and vegetables under the local management of Mr. Terry Francis. It will provide at all times on-thespot checks and up-to-the-minute condition reports to customers on their consignments, as well as supervising clearance and distribution.

The consortium will be able to call upon a pool of some 400 vehicles, manned by drivers already fully experienced in market work.
