Which of the following most accurately describes the problem?

Tbe electric supply and tramways committee of the Ipswich Town Council has recently reported that, the Corporation Act having been passed, the corporation is now in a position to borrow £45,000, repayable over a period of ten years, for the provision of trolley-buses. The committee, therefore, invited tenders from a number of leading manufacturers for the supply of 30 vehicles of this type, and after careful investigation of the respective merits of the various types of which particulars were obtained, the committee secured, on loan, vehicles from three of the companies who had tendered. Observations made during the period of use of these machines suggested that certain features should be incorporated in the Vehicles to be purchased. They are to he single-deckers; capable f operation by one man only, or by a driver and conductor, and in the latter 'case a safety rear door is to be used as an ordinary entrance and exit, the platform on which passengers would mount and dismount being made to slide under the body when the bus is being operated by one man only.

After careful consideration of all tenders received, the committee recommended that 15 vehicles should be purchased from Ransomes, Sims and Jefferies, Ltd., at a total cost of £20,850, and a like number from Richard Garrett and Sons, Ltd., at a total cost of £20,940.
