Which of the following most accurately describes the problem?

THEpublic need carries greater weight than the quite legitimate desires of operators, it is stated in a written decision of the West Midland Traffic Commissioners issued last week. It concerned an application for extended tours from Oakengates by the Shropshire Omnibus Association .Ltd. (The Commercial Motor, February 13), and counter-applicationsfor feeder-services by • Salopia Saloon Coaches, Ltd. (The Commercial Motor, October 2). Decision was given in favour of Salopia, with authority to pick up on the line of route.

The ability and experience of Salopia in regard to the operation . of extended tours was beyond dispute, stated the Commissioners. But it did not necessarily follow that they had a prima facie right to feeders, to the exclusion of other applicants.

It was accepted that Salopia had attracted passengers from Wellington and • the surrounding area, and, in the case of extended tours, a substantial catchment area was necessary to justify a reasonable and fairly regular service.

The S.O.A. application was based on an examination of potential demand, and a claim that modified picking-up points would not cause wasteful competition with Salopia.
