Flexford, Southampton Owner-driver Millard has enjoyed an extended exemption from the restraints of the working time regulations. But as an interested observer, he sees little to justify the confusion, anxiety and expense that accompanied its implementation.
"It's lust created more paperwork and achieved nothing, especially as drivers are controlled by tachograph regulations anyway," he says. "Nothing has really been achieved for all the effort that went in."
