Which of the following most accurately describes the problem?

The deal will be operating in the Blackburn area and is the result of an agreement between Ribble, Lancashire County Council and Blackburn Borough Council, which is believed to be only the second of its kind in Britain.

Under the new agreement all decision affecting all bus services in the borough will be taken at borough council level within overall guidelines set by the county council.

The county council says that the most apparent effect of the move will be that fare scales on both Blackburn and Ribble buses will be the same — and that means many fares coming down to Blackburn levels.

Fares on some routes will be coming down considerably. One route quoted by the councils will have fare alterations meaning a 21p drop on a 41p fare. Other fares drop from 30p to 18p and 22p to 14p.
