Which of the following most accurately describes the problem?

NO action ut to be, taken by the West Midland Licensing Authority against Birmingham, Wolverhampton and Walsall Corporations for turning back their buses at the West Bromwich boundary during the bus strike at West Bromwich in February.

During the strike, the Licensing Authority refused the corporations' dispensation to enable them to terminate their West Bromwich services at the West Bromwich boundary, but they continued to do so.

The Authority has informed the corporations that, although there were many. difficulties in the situation, they did not justify the decision to withhold a public service. They are asked to take steps to prevent any further breach of their licences in similar circumstances.
