Which of the following most accurately describes the problem?

IRELAND'S NATIONAL Roads Authority (NRA) has threatened to sue the builder of the Dublin Port Tunnel if it does not fix alleged faults in the electronic system.

The tunnel has been closed several times, most recently last week leading to severe congestion across the city A spokesman for the NRA says it has sent a letter to tunnel builder Ni shi mat su-Mowlem-Irishenco (NMI) telling it to rectify the problems or face legal action.

NMI, which has now been taken over by British company Carillon, is in turn seeking payments of €100m (£77m) from Dublin City Council for completion of the tunnel, This would make the final cost of the 4.51cm tunnel €900m (£689m).

Carillon confirmed it had received a letter from the NRA and that it was taking action over the disputed payment, but declined to comment further.
