Which of the following most accurately describes the problem?

CONTROLLED experiments with wheelclamps should be carried out in London, the Freight Transport Association has told the Department of Transport.

It says it accepted that commercial vehicles should not be exempt from any experiments with clamps, which are designed to deter illegal parking in London, but it hopes that enforcement officers will bear in mind the delays to deliveries which would result from over-liberal use of them.

And it is also concerned that enforcement authorities should take account of statutory limits on lorry drivers' hours limits.

It wants authorities to bear in mind that wheelclamps fitted to a vehicle which causes an obstruction will only exacerbate a problem, and it says it is opposed to their use for anything other than parking offences.

The FTA has gone on to advise the DTp to carry out further consultation once the experimental period ends, before making their use permanent.
