Which of the following most accurately describes the problem?

IMPOSING fines totalling £6 on a I haulier at Stourport, last week, Capt. W. E. Barlow, chairman, remarked that " sheer stupidity" had caused the court case. Alfred John Seabright, Stourport, admitted causing an incorrect conveyance note to be signed and failing to have the tare weight of a lorry displayed.

Mr. M. J. Fleming, prosecuting, said the lorry collected a load of ashes from a power station but, because its weight was shown incorrectly on the conveyance note, the load on delivery was 8-I cwt. light. Seabright had stated that bodywork improvements had probably caused the mistake in the tare weight.

In court, Seabright said there was no intention to defraud the customer, who had since been credited with 6s. to cover the short delivery.

Capt. Barlow said the whole matter could have been overcome with a little extra trouble. To his mind it was sheer stupidity. He imposed fines totalling £1 on the lorry driver for not satisfying himself that the note was correct.
