Which of the following most accurately describes the problem?

IT was stated before the East Midland Licensing Authority, last week, that there was a "transport war" proceeding between Nottingham and West Bridgford local authorities and the South Notts Bus Co., Ltd., over services to Clifton estate. The company successfully applied to run a service from Gotham to Nottingham, via Clifton, and another from Nottingham to East Leake.

Mr. R. 0. F. Hickman, for Nottingham Corporation, told the Authority: • " If this application is granted, you are licensing a transport war." Mr. L. W. A. White, for the applicant, responded: "The war is already on. The corporation have no consideration for human • beings."

The Authority observed that transport services to the estate were naturally having teething troubles only to be expected when a large movement of population was taking place. Facilities already introduced had worked reasonably well, but it was regrettable that the parties concerned did not confer beforehand with regard to the application.
