Which of the following most accurately describes the problem?

• The Department of Transport has confirmed that all petrolengined vehicles manufactured in the UK from July 1992, or sold after January 1993, will have to be fitted with catalytic converters.

From July 1992 the emission limits on petrol engined vehicles, introduced into the MOT test on 1 November, will be tightened further in line with EC directives.
