• Liverpoolbased Robert Cull, trading as David Russell Removals and Storage, has to make a fresh application for a licence because he changed his operating centre without telling the LA.

Cull sought the late renewal of his one-vehicle licence at a Manchester public inquiry before North Western Licensing Authority Martin Albu. The LA pointed out that Cull's Operator's Licence had expired in 1989 but he had not reapplied for a licence until 1990.

Caroline Alton, for Cull, said he had thought he hat.authority to operate as he had applied for a new licence.

Department of Transport vehicle examiner Philip Lloyd said the vehicle had been issued with an immediate prohibition because of an inoperative brake. It was generally in poor condition, he said.

Alton said that since the inspection Cull had made every effort to keep the vehicle roadworthy. The operating centre had been changed from Hansen Road, Aintree to Garston Old Road, Garston.

Cull said that he had been astonished by the condition the vehicle was found to be in as he had only just bought it.

Pointing out that he could not accept Cull's application in its present form as the information was inaccurate, Albu said he needed to make a new application. Provided nothing else came to light, that application would be granted.
