Mr Fowler said NBC expected to have lost about £18m in 1980, and was seeking vigorous action to improve its financial position. Further steps to improve per formance and efficiency were being discussed.

"The target the Government has set will mean that the NBC, like other operators, must fully cover its costs," the Transport Secretary said. He had also set the company to reduce operating costs by three per cent per vehicle mile this year, and would review the results with the cornpany at the end of the year.
