Which of the following most accurately describes the problem?

A N ex t ensi on of the is' among Birmingham motorway. is among developments suggested by the British Road Federation in a memorandum prepared for London County Council. The Federation point out that this improvement would allow export traffic to travel direct from the Midlands to London's dock land.

The memorandum has been prepared at the request of the L.C.C., and proposes major highway projects for inclusion in the 1961 County of London Development Plan. It stresses the need to build limitedaccess highways to carry relatively longdistance traffic clear of local traffic, and says first priority must be a motorway encircling Central London on the lines of the proposed "A" ring road. Radial motorways could then be constructed to link the ring motorway with existing trunk routes to the rest of the country.

For the Outer London area, short by-passes and street-widening schemes are recommended to relieve traditional suburban shopping centres now being " stifled " by traffic hold-ups and parking restrictions.

"Whatever the cost, such progressive road modernization would have a higher economic return than any other development in the overall 'plan," the memorandum concludes.
