Which of the following most accurately describes the problem?

operators of,, camp services from Salisbury Plain is mentioned in an appeal decision released on Wednesday, by the Minister of Tir.ansport: He hopes they will :riot overlook the importance of running the 'services licensed to the best advantage of Servicemen.

He has dismissed .appeals by Mr. S .C. Shergold (tidworth Motor . Coaches) against the .Western Traffic Commissioners' decision. to allow picking-up and setting-down at Windmill Hill Camp by Avon Coaches, Ltd., on express services from Everleigh Camp to Liverriool, Birmingham, Bradford, Leeds and New,' castle upon Tyne, and by Sbergold and White, Ltd., on express • services from Porton Camp to Newcastle upon Tyne and Leeds, and to grant Shergold • and White an express service from POrton 'Camp to Huddersfield, with picking-up points at Ludgershall, Perham Down and Tidworth.

An appeal by Mr. Shergold against the South Eastern Traffic Commissioners'. grant of a backing to Shergold and White for the Porton-Huddersfield service has also failed.

The Minister says it was not unreasonable to allow Avon Coaches and Shergold and White, as well as others, to pick-up at Windmill Hill so that the needs of the few men stationed there might be met by whichever operator could most conveniently do so. Mr. S. C. Shergold's claim that traffic would be abstracted from him did not outweigh this point.

The Minister did not accept the suggestion of Sir Maurice Holmes, who heard the appeals, that further observations should be invited from the Western Commissioners concerning certain picking-up points authorized to Shergold and White on the Porton-Huddersfield service. The grant should facilitate the pooling of the resources of operators to meet scattered demands for transport.
