Which of the following most accurately describes the problem?

• A bid by David and Peter Dodkins, trading as Dodkins Transport, to base eight vehicles at Pitsford, Northants has been granted by Eastern LA Brigadier Compton Boyd, despite opposition from a neighbour. However, the LA imposed environmental conditions.

For the firm, Colin Ward said the site at the old Pitsford Brickworks was already used as an operating centre by PG & FE Olive, who were licensed for 25 vehicles and 10 trailers.

Questioned by the neighbour, Maurice Wright, Mari Dodkins denied that they had already been using the site without authority She pointed out that interim authority had been granted but said that they had not yet started to base vehicles at the site, though they did go there for maintenance purposes.

Wright complained about noise and disturbance, saying that the situation would be worse if the number of vehicles at the site was increased.

Granting the application, Brigadier Boyd imposed conditions that there be no movement Monday to Friday outside the hours 06:00-19:00hrs, with a log to be kept of any exceptions He limited movements on Saturdays and Sundays to a total of 30 per year, with each movement in and out to count as one. And he ordered the vehicles to be parked in accordance with a sketch plan submitted to the inquiry.
