Which of the following most accurately describes the problem?

ii • In lifting the

suspension of the licence held by Ronton Haulage of Newport, South Wales Licensing Authority John Mervyn Pugh has cut the duration of the licence so that it expires at the end of November, with a warning that any further prohibition notices indicating neglect, or convictions for overloading will lead to its revocation.

Mervyn Pugh suspended Ronton's 16-vehicle licence on 12 June following a number of prohibition notices and two overloading convictions since a previous public inquiry. He indicated at that time that he would require each of the company's vehicles to be checked as capable of passing the MoT test by an outside contractor before he would lift the suspension (CM 21-28 June).

When the inquiry was resumed, evidence was given that the vehicles had been into a commercial garage and the necessary certification obtained.

Mervyn Pugh said that he was happy to lift the suspension, but was not prepared to allow the licence to continue until July 1993.
