Which of the following most accurately describes the problem?

GREYHOUND LINES, America's famous inter-city coach network, is selling franchises to independent coach operators.

Its franchise programme started on April 17, since when more than 1,000 American operators and individual employees have expressed interest.

Two Texas operators have already signed deals to adding their own services to the Greyhound network and taking on certain Greyhound journeys.

The terms of the agreements mean that the two operators are licensed to run vehicles in full Greyhound livery.

They receive training and benefit programmes and terminal and Maintenance facilities in return for specific franchise fees and royalties.

Franchise fees vary from $5,000 to $20,000 depending on the length of the agreement and number of coaches involved.
