Which of the following most accurately describes the problem?

rAA MAXIMUM gross weight of 26 tons for articulated vehicles was proposed this week in a new Clause to the Road Traffic Bill. It was tabled by Mr. Harold Gurden, Tory M.P. for Selly Oak and a former transport operator.

He proposes that "the total laden weight of an eight-wheel vehicle, if the trailer forming part thereof has four wheels or more, shall not exceed 26 tons." The present limit for a tandemaxle artic. is 24 tons gross.

On Monday, Mr. Gurden did not think the Transport Minister would accept the clause completely, but said he would be satisfied with a promise to look into the problem again.
