Which of the following most accurately describes the problem?

THE Government of India has accepted most of the recommendations of an expert committee on the automobile industry, according to a correspondent.

The committee recommended that certain components not likely to be made in India in the next two years should be subject to a lower rate of tariff. Small manufacturers of components should be persuaded to work in conjunction with larger companies which could provide assistance in Improving their products.

It is also recommended that the importation of steel bars, special types of steel and non-ferrous metals should be permitted. Because of the diversity in the types of vehicle assembled in India, it was not feasible to restrict the number of designs of components used, the committee considered.
