WITH the object of obtaining a W uniform vehicle-taxation system, the Government of India has circulated a draft bill to State governments for their views. The principles of taxation embodied in the proposed measure are the same as recommended by the United Nations.

At present, there is no standard form of vehicle taxation in the country, and it is considered that the principles to be adopted should not be such as to hamper the development of efficient road transport.

Another bill proposes that monopolies should be granted to the State corporations for the operation of stage carriages over certain routes. Existing private operators would be subject to acquisition. Goods operations are not effected by the bill: if the corporations wish to run lorries, it is believed that they should do so in competition with free ha tillers.
