Which of the following most accurately describes the problem?

ERF's rigid takes only a small proportion of its sales, but it's a market the firm is keen to grow. At its launch, the ECM was available with MAN's DOS 220 and 280hp engines, but some re-engineering by the ERF engineers means it is also now available with the whisper-quiel Cummins ISBe. The Cummins powered unit is fantastically economical, and married to the EF six-speed box it provides a relaxing drive, but also available with an Eaton in some models. The interior is a triumph of functionality over style, but it does the job and provides a comfortable working environment. Available as a 4x2 rigid, 6x2 rearlift rigid, 6x2 rearsteer rigid and 8x4 on/oft road tipper. Models range from 18-33 tonnes GVW, and come with day cabs as standard, sleepers available as an option.
