Which of the following most accurately describes the problem?

OMFULSORY tests for 10-year-old vehicles will, in L./effect, begin on February 15. That fact prompts the thought that it is not out of place for everyone to make a New Year resolution to keep up the highest possible standards of maintenance.

For some time, voluntary testing of 10-year-old vehicles (and, of course, those even older) has been in effect. The announcement of dates for compulsory tests finally brings vehicle testing into reality. Vehicles registered before January 1, 1937, will need certificates by February 15; those registered before January 1, 1946, by March 15: those registered before January 1, 1949, by April 15; those registered before May 15, 1951, by May 15. Thereafter, certificates must be in force by the 10th anniversary of registration.

True only a small minority of vehicles are at present involved, but more will be if the 10-year period is subsequently shortened to, say, five years. There is, in any case, really no excuse for operating a badly maintained vehicle. So make your resolutions—and then ensure that your staff keep those resolutions for you.

Good maintenance, as such, is not something that should ever be a matter of doubt. Apart from anything else, badly maintained vehicles are a bad advertisement for their operator.
