Which of the following most accurately describes the problem?

The Editor, THE COMMERCIAL MOTOR.

[3952] Sir,—I am bound to reply to Mr. Plowman's letter in your issue of December 23, as he has so unfortvately misinterpreted the views expressed in toy article "Plain Facts about the Haulage Industry" of December 9.

An owner-driver is as much a professional haulier as anyone else who seeks tonnage or hire work for reward. My advice to him is, however, to avoid, so far as passible, the adoption of such risks and responsibilities as lie in the path of long-distance haulage, and this is not because of his incompetence but rather with due regard to his necessarily limited resources.

Individually, the owner-driver is nowadays standing on the thinnest of ice. Co-operation is more vital to him than, perhaps, to larger concerns. I believe that. without interfering with the policy and aims of any Other organization, the formation of an association for the commercial benefit of owner-drivers as a class would prove remarkably successful. How the majority is likely to re-act to this suggestion is a moot point, but whole-hearted support is, naturally, of paramount importance. B. H. B. PALMER. London. S.W.11.
