Which of the following most accurately describes the problem?

• The MOS initiative is targeted at hauliers in England, but Scottish and Welsh hauliers should not feel left out. Last month (January) the Scottish Executive announced the creation of the Scottish Road Haulage Modernisation Fund, offering grants and practical solutions to allow hauliers to upgrade vehicles and increase training opportunities (CM 30 Jan-5 Feb). Phil Flanders, regional director of the RHA for Scotland and Northern Ireland, adds that a "similar self-help scheme to that of England will be launched as part of the fund". A spokeswoman for the Welsh Assembly says that Wales is to take on-board the results of the feasibility study carried out by the RHA and FTA in England. However, it will conduct its own tendering process for the right to roll it out in Wales.
