Which of the following most accurately describes the problem?

read your news item and editorial regarding the possible introduction of the "Markov" proposals for drivers hours and smart-card tachograph fitment with a wry smile.

While it is quite possible they might be enforced in the UK, what will enforcement be like in other EU countries, particularly those that are due to join the EU?

I don't want to sound like an old cynic, but I will only accept these proposals if I can be certain that Estonia, Poland and Malta et al will be equally diligent in enforcing them.

Reduced drivers' hours, stringent MoT testing, pollution enforcement and social legislation are all fine in principle, but only if we can be satisfied that we are all equal in rules, enforcement and penalties.
