Which of the following most accurately describes the problem?

• There will be two tolling systems available in Germany: automatic and manual. Automatic booking makes use of the on-board unit (OBU) which monitors how many road miles have been travelled via GPS technology.

The customer orders a 'Toil Collect Information pack' via a call centre. A registration form is submitted and the customer receives a vehicle-specific card which is also used when manually booking. The driver can then also choose the automatic system by booking an appointment for an OBU to be fitted in the cab This is configured from the information on the vehicle card.

The OBU costs about 500 (1327), and fitting about 200 (£131). However, each OBU is credited with —500 (£327) worth of road miles, so effectively operators pay for the installation fee only. Operators are then billed monthly.

If a driver is forced to change the route selected, he must cancel and re-book at the nearest available toll—these will be found every 10km in Germany under a legal obligation. However, if the booking has been made over the Internet it cannot be cancelled, Whatever the choice of system used, the cost per km for every truck remains the same.
