Customs and Excise wants the industry to give it evidence that an independent appeal system is needed. At present if a haulier disagrees with a Customs ruling on the value of goods or availability of a particular duty relief he can complain to Customs or take the matter to court. Freight Transport Association international controller Dave Green supports the idea of an appeal system: "It will give industry more confidence if there is a dispute," he says.
