Which of the following most accurately describes the problem?

• Parcels carrier Panic Link aims to attract 40 new agents to its 100-strong franchise operation by allowing operators to join for monthly fees rather than large one-off payments.

The company believes that many small businesses are unable to enter into a franchise agreement because they cannot afford the initial outlay, usually amounting to thousands of pounds. "We are trying to attract all the small vans out there, which are looking for work," says Panic Link director Ernie Lindsay.

Agents joining Panic Link under the new system will pay a monthly fee of a few hundred pounds, depending on the value of the territory. Lindsay adds that some agents could feed directly into an established franchise operation, which would reduce costs further.

Panic Link made tlm profit last year on a turnover of £15m and is aiming for a stock exchange Listing.
