• Keeping records of maintenance carried out on vehicles was for the haulier's own protection. This point was made by Mr. J. A. T. Hanlon, the Northern LA, when he • heard two operators' licence applications in Darlington last week. The applications, by N. N. Argyle and Co. Ltd., Stockton-on-Tees, and A. V. Dawson Ltd., Middlesbrough, both received limited grants.

In respect of N. N. Argyle the LA was considering whether the company would provide satisfactory facilities and maintenance.

Mr. V. N. Argyle, director and traffic manager of the applicant company, said that he had eight vehicles on A licence and two on B. One of these vehicles was at present off the road and was to be replaced.

Mr. Argyle said that following a Ministry examination on August 1 1969 a new inspection pit had been installed; he planned to start the construction of a new building, which would accommodate more than one vehicle, by the spring. He had all the machinery needed for the routine maintenance required, including electric welding equipment and steam cleaning facilities. A. weekly chart on which drivers recorded defects was also kept.

The LA granted the application for nine vehicles plus a margin of two, instead of the three applied for. The period of licence was limited to 2+ years.

A. V. Dawson was called to the inquiry in respect of convictions incurred during the past five years; the LA's clerk read out a total of 12 convictions against the company.

Mr. Hanlon reminded the applicant that in 1968 he had received 12 prohibitions; it seemed that an improvement was being made. According to Section 64 Subsection 4 of the Transport Act 1968, Parliament did not intend the Licensing Authorities to drift along as LA's in the past had done.

The application was granted for 24 vehicles plus a margin of two instead of three as applied for, and for 30 trailers and a margin of five instead of the six applied for. The period of the grant was limited to three years.
