SPECIAL legislation is being prepared by the Ceylon Government to curb " pirate " operators who are taking traffic away from the nationalized bus and rail se,rvices. Under the new laws, people running illegal services will be liable to have their vehicles confiscated.
The Ceylon Transport Board estimate that they are losing over f Ilm. a year through these activities.
