Which of the following most accurately describes the problem?

has a nationwide fleet of more than 300 vehicles. It's a mixed but mainly Iveco fleet but 150 of them are based at its Wembley, North London, branch and 66 are not compliant with the low emission zone (LEZ) .

The man organising Panalux's conversion programme is technical project manager Graham Holley and he's concerned that with the February 2008 deadline looming there's still no sign of the exhaust components that are needed.

"Just to get one of those vehicles out of the gateway is going to cost us £3,500, so the total bill will come to E231,000 —just so we can carryon with our business," he remarks.

"That's a bad enough pill to have to swallow but the exhaust supply problems are setting us back still further."

Not being a freighting business, Panalux keeps its vehicles for longer than normal, but supplying outside broadcasts means that half the fleet has fixed generators to provide the lighting power.

"Ironically," says Holley, when our vehicles are eventually retired, they're sold off to showmen and guess what — showmen have total exemption from LEZ."
