NORTH-EASTERN Deputy Traffic Commissioner Elizabeth Perrett has reserved her decision over what action to take against Spennymoor, Co Durhambased Katem Hire following maintenance problems and the use of three untested trailers.

The company holds an international licence for 20 vehicles and 30 trailers.

Vehicle examiner Gordon Whittaker said that in July he inspected one vehicle and two trailers, issuing delayed prohibitions to both trailers. One of the trailers lacked a ministry plate and had never been presented for annual test despite being three years old.

Two days later he inspected two vehicles and three trailers, issuing one delayed prohibition.A total of five prohibitions had been issued in the last five years.

The workshop manager had admitted that three trailers had never been issued with test certificates but all had been in regular use. The stated inspection period of six weeks had been exceeded by at least a week on six occasions. Few driver defect reports showed defects although the majority of the inspection records showed defects which should have been reported by drivers.

Inspections were only planned for one month ahead and the planners did not include annual tests, tachograph calibration or VED renewal dates.

Director Trevor Jackson said two of the untested trailers were skeletals involved in the movement of containers fromTeesport docks.The work ended after three months and the skeletal trailers were laid up.

Both were booked in for test. One failed when submitted:the other was not submitted because it was not needed. The third trailer was a double-decker; it was booked in for test in April 2005 but this did not go ahead.

An additional mechanic had been taken on as well as a second transport manager who would supervise vehicle maintenance.
