Which of the following most accurately describes the problem?

• As CM went to press this week nobody at Paccar's UK headquarters in Sandbach, or at its world headquarters in Seattle, would make any comment about a possible Leyland Trucks purchase. It is clear from the carefully worded Rover Group statement, which talks of Paccar "considering the basis on which it might wish to make a bid for Leyland Trucks" that negotiations are at a delicate stage, but it is not clear how long they have been going on.

Paccar's (the initials stand for the Pacific Car and Railroad Company) main truck market is in the USA, where it claims 20% of the Class 8 maximum weight. It recently demonstrated its intention to expand into lighter market sectors with a distribution agreement reached with Volkswagen's Brazilian subsidiary whereby Brazilian-built two axle rigids will be sold as Peterbilts and Kenworths in the USA. Paccar has made it plain that it expects further co-operation with Volkswagen to stem from this agreement.
